Following is a program of activities or projects for which the Club was formed and for which the Club should live up to, otherwise it will be like a boat without a rudder.

Also, bear in mind that the limits of the club are within the Nicolet National Forest, and if the Club is to reach its ultimate goal on this program, we must cooperate with both the U.S. Forest Service and the Wisconsin Conservation Department.

Angling and Game Program

1. Adopt a fish-restocking policy. Get state cooperation in stocking suitable waters with suitable fish.

2. Cooperate with the state conservation department by suggesting better fishing regulations, if needed.

3. Watch for pollution of waters, report such conditions promptly when found, then fight to have the nuisance abated.

4. Work for control of erosion.

5. Get conservation officials to make creel censuses of various waters. Aid in this work for the purpose of learning how great is the fishing pressure, and so determine the amount and methods of stocking which will best maintain the fishing.

6. Agitate for stream and lake surveys by the state to prevent hit-or-miss stocking.

7. Engage in stream improvement.

8. Organize junior sportsmen or conservation groups.

9. Urge upon the state conservation department the value of setting aside certain portions of waters as fish sanctuaries where no fishing is permitted, to serve as reservoirs from which fish may spread.

10. Work for the establishment of small refuges for game and game birds in cooperation with the state, U.S. Forest Service and landowners.

11. Arrange for scouting committees to walk over the surrounding countryside and observe game conditions, look for predator signs, and watch for evidence of law violations.

12. In cooperation with conservation officials, plant suitable marshes and ponds with plants that ducks feed on.

1. Adopt a policy of obtaining the widest possible publicity for all Club activities.

2. Work for conservation education in the schools, so that American youth may be taught to safeguard all our natural resources. Have competent members visit schools and give talks to the students.

Organization of the Club

1. At a meeting held at 8:00 PM, February 25, 1957, at which persons were present from Long Lake, Newald, Popple River, and Tipler, the following were elected as Club Officers and Directors:

1-year term – Dan Fitzpatrick

2. Also, by unanimous vote, the Club shall be called: BIG –4– SPORTSMAN’S CLUB.

3. At a meeting held at 7:00 PM, March 4, 1957, by the Club Officers and Board of Directors, the membership fee was set at $1.00.

4. Below are the Constitution and By-Laws of the Club.

Constitution

ARTICLE I: NAME. (Amended May 7, 1996) The name of this Club shall be the BIG 4+ SPORTSMAN’S CLUB.

ARTICLE II: OBJECTIVES. Section 1. (Amended May 13, 2003) The Club is organized and operated for pleasure, recreation and other non-profitable purposes, substantially all of the activities of which are for such purposes. The bounds of the Club shall be Long Lake, Newald, Popple River and Tipler and its environs. The Club shall seek to procure better fishing and hunting for Sportsmen; shall promote and maintain friendly relations with landowners and sportsmen; shall cooperate in obtaining proper respect for, and observation of, the fish-and-game laws; and so far as possible shall spread knowledge of useful wildlife among the residents and visitors within the bounds of the Club; shall promote and sponsor conservation, gun, and community activities for the current and future generations; and shall promote civic betterment.

Section 2. (Amended May 13, 2003) The Club shall operate without profit, shall be nonpolitical and nonsectarian. No part of the net earnings of the Club shall inure to any private individual.

ARTICLE III: MEMBERSHIP. Section 1. (Amended May 7, 1996) Any citizen of the United States of suitable character and interest may be a member. Children under 18 will be admitted when accompanied by a member of the family provided this person is a member.

Section 2. (Amended May 7, 1996) Members of the club shall be individuals whose membership fees are paid in full and not in arrears.

Section 3. By nomination of the Board of Directors, and by a majority vote of active members, any suitable person may be elected to Honorary Membership in the Club. No fees or dues shall be required of such Honorary Members.

ARTICLE IV: MANAGEMENT. Section 1. The management of the Club shall be vested in a President, Vice President, Secretary, Treasurer, all of whom shall be ex-officio members of the Board of Directors, and three (3) directors, and up to two (2) Junior Board members. (amended 10/12/2020)

ARTICLE V: OFFICERS AND HOW ELECTED. Section 1. The President, Vice President, Secretary and Treasurer shall be elected by a majority vote of the members present at each annual meeting and hold office for one (1) year, or until their successors are elected.

Section 2. (Amended May 7, 1996) The Board of Directors of this Club shall consist of three (3) members, of which one (1) member shall be elected by a majority vote of the members present at each annual meeting to hold office for three (3) years.

Section 3. In event of any vacancy in any office for any reason the Board of Directors shall elect some member in good standing to fill the unexpired term until the next general election.

Section 4. (Added May 11, 2004) (Removed 10/8/1019) No member may hold the same office for more than five (5) consecutive terms.

ARTICLE VI: QUORUM. Section 1. (Amended May 7, 1996) At annual meetings the members present shall constitute a quorum.

Section 2. At meetings of the Board of Directors a majority of the total members of the Board shall constitute a quorum, and a majority vote of the members of the Board present at any such meeting shall prevail.

ARTICLE VII: AMENDMENTS. Section 1. This constitution may be altered or amended by a two-thirds vote of the members present at any annual meeting of the members of the Club.

ARTICLE VIII: (Added May 13, 2003) DISSOLUTION. Section 1. In the event the Club is disbanded, any outstanding bills of the Club shall be paid and any remaining assets of the Club shall be donated to a non-profit organization whose objectives are consistent with the Club’s objectives as stated in Article II.

Section 2. The Club may be dissolved by a two-thirds vote of the members present at any annual meeting of the members of the Club.
